Prime Minister Babiš Speaks at Prague Defense Summit; Calls for International Cooperation and Reduction of Environmental Regulations

The International Institute for Strategic Defense hosted the 3rd annual Prague Defense Summit Sept. 16 through 18. Defense industry leaders discussed key global defense issues, notably including European rearmament and defense spending. 

Czech Prime Minister Andrej Babiš opened the summit with a speech calling for cooperation amongst European nations for the purpose of maintaining peace and increasing national defense in response to rising security challenges.

Speaking on the Russia-Ukraine war and rising conflict in the Middle East, he emphasized the value of diplomacy between warring nations.

“Europe standing firmly alongside [the] United States must force both President Zelenskyy and President Putin to sit down at the negotiating table,” said Babiš. “Diplomacy is not a weakness. It is the only way forward.” 

Beyond diplomacy, he called for deeper military strategic cooperation. Specifically, a common European air-defense system which he has named the Euro Patriot. He stated that the project would both protect the European Union’s strategic aims and promote technological innovation. 

This project would theoretically be a part of Secretary General Mark Rutte’s “NATO 3.0” initiative, in which European nations assume a larger responsibility for defense within NATO. Alongside this proposed increase in responsibility for military technology, Babiš urged Czech leadership to build up its standing forces and restore personnel numbers.

Also in his speech, Babiš criticized the EU Emissions Trading System, designed to lower carbon emissions by setting caps on the amount of CO2 companies are allowed to emit.  He made unsubstantiated claims that the success of these policies, and the politicians who support them, is derived from illegal immigrants unlawfully voting in both EU and national elections.

He claimed that these caps were holding European companies back and preventing them from competing effectively with companies in the United States and China, if not pushing them out of Europe entirely. He cited the fact that Europe makes up only 6% of the world’s carbon emissions- a fact which is true in large part due to policies like the EU ETS- as evidence that the EU can reduce emissions regulations without worsening climate change. 

He concluded by reemphasizing the contradictory needs for diplomacy and increased military capability; for international cooperation and economic competition. He urged European leaders to act now to create the Euro Patriot and thus restore security to the European Union and the world.
